The bulk of hydrogen production today uses methane from natural gas as the feedstock. Reforming methane liberates the hydrogen but turns the remaining carbon into carbon dioxide. This can be released to the atmosphere, and often is increasing GHG levels. Carbon capture and storage techniques can be attached to hydrogen production, avoiding release of most of the carbon dioxide, but the process requires large amounts of energy. This creates an “energy penalty paradox” because trying to control one emission source creates another.
